3) Lake Hartwell Corps of Engineers have what is called Tract Maps for all the
cemetery locations. It was from these large maps that Gary Flynn at
(visit above website) was able to estimate their GPS mapping values. The letter before
the cemetery reference number specifies the Tract Map. Ex: E-503C = "E Map"
4) The Hartwell Dam was constructed from 1955 to 1963 and was part of a flood
control and hydropower project. The dam was built as a result of the U.S. Army
2nd Corps of Engineers Flood Control Project. The entire project comprised
76,450 acres of land & water and cost over $89 million. The dam rises 204 feet
above the streambed.
5) Lake Hartwell is located in the northeast corner of Georgia, along the South
Carolina state line. It is bordered by Franklin, Stephens, Elbert & Hart
Counties in Georgia and is bordered by Anderson, Pickens & Oconee Counties in
South Carolina. Extending 49 miles up the Tugaloo River and 45 miles up the
Seneca at normal pool elevation. Lake Hartwell covers nearly 56,000 acres of
water with a shoreline of 962 miles.

1. CONTRACT
The cemeteries included in Cemetery Relocation Plan) Group II, were relocated by
Messrs. F.M. Swett and W.C. Roberts, under Contract No. DA-09-133-CIVENG-60-16
for the period 5 November 1959 through 3 February 1960, and Change Order No. 1
to said Contract for the period 3 February 1960 to 4 March 1960.
The cemeteries included in Cemetery Relocation Plan, Group V, were relocated by
Little-Davenport Funeral Home, Inc., under Contract No. DA-09-133-CIVENG-61-49
and Supplemental Agreement, Modification No. 1 to said Contract for the period 7
May 1961 through 20 September 1961.
2. AUTHORITY
Relocation of Group II and Group V Cemeteries and the work accomplished under
the above mentioned contracts was authorized by the following Congressional
Authority: Act of Congress approved 22 December 1944 (Public Law 534 - 78th
Congress), and Act of Congress approved 17 May 1960 (Public Law 516 - 81st
Congress), which Acts authorize the construction of the Hartwell Dam and
Reservoir Project.
3. DESIGNATION OF CEMETERIES RELOCATED
All of the cemeteries in Groups II and V were within the inundation area of the
Hartwell Reservoir, or would have been isolated or left without means of access
after the impoundment of waters from the Reservoir.
Group II consisted of ten cemeteries located at or below 630 mean sea level,
situated in Anderson and Oconee Counties, They were as follows:

Group V consisted of twenty cemeteries located at or above elevation 630 mean
seal level, situated in Anderson and Oconee Counties.
The original Relocation Plan for Group V consisted of a total of nineteen
cemeteries to be relocated. However, due to the resistance encountered by next-
of-kin, The Harrisburg Cemetery, X-240O-1-C, containing 59 graves was not
relocated but left at its original site. A hearing was held on 31 May 1961 in
the United States District Court for the Western District of South Carolina
before the Honorable Judge C. C. Wyche, and as a result of this hearing an Order
was filed 5 August 1961 refraining the removal of the Harrisburg Cemetery, X-
2400-l-C. This Order further relieved the United States of any responsibility
to furnish ingress and egress to said cemetery, of any responsibility for the
care and maintenance of the graves located in said cemetery, and of any claims
for damage resulting from the non-removal of this cemetery which might be
occasioned by the operation of the Reservoir and from damage which might be
caused by private individuals using said Reservoir for recreational purposes.
After the Relocation Plan was prepared, an additional cemetery was discovered,
Patterson Cemetery, Tract X-2400-l-C-2, containing 27 graves. This cemetery was
added to Group V, making a total of twenty

4. ACQUISITION SUMMARY OF CEMETERIES RELOCATED
The acreage for the majority of the cemeteries included in Groups II and V was
included in the parent tract, the underlying fee of which was acquired subject
to existing easements for public roads and highways, for public utilities,
railroads and pipelines and subject further to outstanding burial rights and
rights of ingress and egress or visitation. Then, subsequently, all outstanding
burial rights, rights of ingress or egress or visitation in each cemetery,
subject to such rights already vested in the United States, were obtained by
condemnation proceedings in order to extinguish any interests in the cemeteries
by any known or unknown persons. Those tracts whose acreage was excluded from
the parent tract were acquired by condemnation proceedings in order to
extinguish all known or unknown interests in the cemeteries. This action vested
fee title in the United States subject to existing easements for public roads
and highways, public utilities, railroads and pipelines and extinguished all
rights of ingress or egress or visitation, as well as all outstanding burial
rights.

5. NEW SITES FOR CEMETERIES
GROUP II:
1) All of the graves in Shockley Ferry Baptist Church Cemetery (C-300-C) were
unidentifiable. An area in the existing cemetery of Providence Methodist Church
situated in Anderson County, South Carolina) was selected as reinterment site.
A cemetery permit was obtained from the Cemetery Committee of that Church and
Shockley Ferry Baptist Church Cemetery was moved in its entirety to Providence
Methodist Church Cemetery, New Site No. 18.
2) An area containing 0.17 acre, more or less, adjacent to the existing
cemetery of New Prospect Colored Baptist Church in Anderson County, South
Carolina was acquired by direct purchase from K. M. Richardson, et al, as the
new site for the 57 graves of unidentified slaves interred in Parks Cemetery (C-
327-C). Title was vested in the Church. Parks Cemetery was moved in its
entirety to New Prospect Colored Baptist Church, New Site No. 17.
3) An area containing 0.68 acre, more or less, situated adjacent to the new
Andersonville Baptist Church in Anderson County, South Carolina, was acquired
from A. E. Wright by direct purchase as the new site for the relocation of the
Andersonville Baptist Church Cemetery (E-503-C). Title was vested in the
Church. A Cemetery Permit was obtained from the Cemetery Committee of the
Church and 96 graves from Andersonville Baptist Church Cemetery were reinterred
in the new Andersonville Baptist Church Cemetery, New Site No. 10.
At the request of the Georgia Baptist History Commission and the President
Emeritus of Mercer University, the grave of Sabrina Chivers Mercer, who was the
wife of Jesse Mercer, founder of Mercer University, was moved to the Baptist
Church Cemetery at Penfield, Georgia, to be reinterred at the side of her
husband, Jesse Mercer.
At the request of next-of-kin, 8 graves from Andersonville Baptist Church
Cemetery (E-503-C) were reinterred in privately owned cemetery lots in
New Prospect Baptist Church Cemetery in Anderson County, South Carolina,
designated as New Site No. 15.
Two graves from Andersonville Baptist Church Cemetery (E-503-C) were relocated
in a privately owned cemetery lot in the Mountain View Cemetery in Seneca, South
Carolina, designated as New Site No. 11.
Four graves from Andersonville Baptist Church Cemetery were reinterred in a
privately owned lot in the Roberts Presbyterian Church Cemetery in Anderson
County, South Carolina, New Site No. 16. This reinterment was at the request of
next-of-kin.
At the request of next-of-kin, one grave from Andersonville Baptist Church
Cemetery (E-503-C) was relocated to a privately owned lot at Double Springs
Baptist Church Cemetery in Anderson County, South Carolina.
An area in the existing cemetery of New Prospect Colored Baptist Church in
Anderson County, South Carolina, was selected for the relocation of 58 graves of
unidentified slaves from Andersonville Baptist Church Cemetery (E-503-C). A
cemetery permit was obtained from the Deacons of that Church and reinterment of
the 58 graves was completed at New Prospect Colored Baptist Church, New Site No.
17.
4) An area adjacent to the existing cemetery of New Prospect Colored
Baptist Church in Anderson County, South Carolina was selected for the
reinterment of the 113 unidentified salves buried in an unnamed cemetery
(E-560-C-2) and 34 unidentified slaves from the Glenn Cemetery (1-904-C).
A Cemetery Permit was obtained from the Deacons of New Prospect Colored
Baptist Church and the unnamed cemetery (E-560-C-2) and Glenn Cemetery
(1-904-C) were each moved in their entirety to New Prospect Colored Baptist
Church, New Site No. 17.
5) An area in the new Andersonville Baptist Church Cemetery in Anderson County,
South Carolina, was selected for the relocation of the 14 unidentified graves
from an unnamed cemetery (T-2022-C), 6 graves from the Sloan Cemetery (T-2024-C)
4 graves from the Hamilton Cemetery (T-2064-C) and 77 unidentified graves from
the Garrison Cemetery (T-2077-C). A Cemetery Permit was obtained from the
Cemetery Committee of the new Andersonville Baptist Church and each of the above
named cemeteries were moved in their entirety to new Andersonville Baptist
Church Cemetery, New Site No. 10.
6) At the request of next-of-kin, 5 graves from the Anderson Cemetery (z-2677-
C) were reinterred in the existing cemetery of Old Stone Church, New Site No. 13
in Anderson County, South Carolina and 6 graves were reinterred in the new
Andersonville Baptist Church Cemetery ,3New Site. No. Cemetery Permits were
obtained from the Cemetery Commission of Old Stone Church and from the Cemetery
Committee of the Andersonville Baptist Church for the reinterment of these
graves.
GROUP V:
1) An area in the existing cemetery of the new Andersonville Baptist Church
Cemetery in Anderson County, South Carolina, was selected as the new site for
the relocation of the Richardson Cemetery (E-524-C), Reid Cemetery (E-556-C),
More Cemetery (E-560-C), Unknown Cemetery (E-567-C), and Felton Cemetery (E-579-
C). A Cemetery Permit was obtained from the Cemetery Committee of the new
Andersonville Baptist Church and each of the above named cemeteries were moved
in their entirety to the new Andersonville Baptist Church Cemetery, New Site No.
10.
2) An area in the existing cemetery of Old Hepsibah No. 1 Baptist Church in
Oconee County, South Carolina, was selected for the relocation of the McJunkin
Cemetery (1-948-C). A Cemetery Permit was obtained from the Deacons of the
Church and McJunkin Cemetery was moved in its entirety to Old Hepsibah No. 1.
Baptist Church Cemetery, New Site No. 30.
3) The Barton Cemetery (K-llO0-l-C, K-llOl-C) was moved in its entirety to an
area in the existing cemetery of Pleasant Grove (Block) Baptist Church Cemetery
in Oconee County, South Carolina. A Cemetery Permit was obtained from the
Deacons of the Church for the reinterment of the graves from Barton Cemetery.
Pleasant Grove (Block) Baptist Church Cemetery was designated as New Site No.
29.
4) An area in the existing cemetery of New Prospect Colored Baptist
Church in Anderson County, South Carolina, was selected for the relocation
of the 42 unidentified graves from the Unknown (Negro) Cemetery (K-1102-C-l).
A Cemetery Permit was obtained from the Deacons of the Church and the
Unknown (Negro) Cemetery K-1102-C-l was moved in its entirety to New Prospect
Colored Baptist Church Cemetery, New Site No. 17.
5) An area in the existing cemetery of Pleasant Grove (Block) Baptist Church
Cemetery in Oconee County, South Carolina, was selected for the relocation of
Myers Cemetery (K-1103-C), Pugh Cemetery (K-1112-C), Terrel Cemetery (M-1303-C),
and Barton Cemetery (M-1316-C). A Cemetery Permit was obtained from the Deacons
of the Church and each of the above named cemeteries were moved in their
entirety to the Pleasant Grove Baptist Church Cemetery, New Site No. 29.
6) An area in the existing cemetery of new Andersonville Baptist Church
Cemetery was selected as the new site for the relocation of the Liddell Reeves
Cemetery (U-2180-C). A Cemetery Permit was obtained from the Cemetery Committee
of the Church and the Liddell-Reeves Cemetery (U-2180-C) was moved in its
entirety to the new Andersonville Baptist Church Cemetery in Anderson County,
South Carolina, designated as New Site No. 10.
7) An area in the existing cemetery of Old Hepsibah No. 1. Baptist Church in
Oconee County, South Carolina, was selected for the relocation of Unknown
Cemetery ~-2339-C). A Cemetery Permit was obtained from the Deacons of the
Church and Unknown Cemetery W~2339-C was moved in its entirety to Old Hepsibah
No. 1 Baptist Church Cemetery, New Site No. 30.
8) At the request of next-of-kin, the two graves constituting Smith Cemetery
(X-2401-3-C-l) were reinterred in the Shiloh Baptist Church Cemetery in Oconee
County, South Carolina, New Site No) 31., in privately owned cemetery lots.
9) An area in the existing cemetery of New Prospect Colored Baptist
Church in Anderson County, South Carolina was selected for the reinterment
of 31 graves from Unknown (Negro) Cemetery (X-24013-C-2). A Cemetery
Permit was obtained from the Deacons of the Church and Unknown Cemetery
X-2401-3-C-2 was moved in its entirety to New Prospect Colored Baptist
Church Cemetery, New Site No. 17.
10) An area in the existing cemetery of Old Hepsibah No. 1 Baptist
Church Cemetery in Oconee County, South Carolina, was selected for the
reinterment of 30 unidentified graves from Unknown Cemetery (Z-2607-C).
A Cemetery Permit was obtained from the Deacons of the Church and Unknown
Cemetery Z-2607-C was moved in its entirety to Old Hepsibah No. 1 Baptist
Church Cemetery, New Site No. 30.
11) An area in the existing cemetery of New Prospect Colored Baptist Church in
Oconee County, South Carolina, was selected for the reinterment of 45 graves
from an Unknown (Negro) Cemetery Z-2614-C. A Cemetery Permit was obtained from
the Deacons of the Church and Unknown Cemetery Z-2614-C was moved in its
entirety to New Prospect Colored Baptist Church, New Site No. 17.
12) An area in the existing cemetery of Old Hepsibah No. 1 Baptist Church in
Oconee County, South Carolina, was selected as reinterment site for graves
contained in the Yow Cemetery (Z-2616-C) and the Patterson Cemetery (X-2400-1-C-
2). A Cemetery Permit was obtained from the Deacons of the Church and Yow
Cemetery (Z-2616-C) and Patterson Cemetery (X-2400-l-C-2) were both moved in
their entirety to Old Hepsibah No. 1 Baptist Church Cemetery, New Site No. 30.
6. COURT ORDERS FOR DISINTERMENT AND REINTERMENT
GROUP II:
An Order for the disinterment and reinterment as to the bodies contained in the
Shockely Ferry Baptist Church Cemetery (C-300-C), Parks Cemetery (C-327-C),
Andersonville Baptist Church Cemetery (E-503-C), Unknown Cemetery (E-560-C-2),
Glenn Cemetery (1-904-C), Unknown Cemetery (T-2022-C), Sloan Cemetery (T-2024-
C), Hamilton Cemetery (T-2064-C), Garrison Cemetery (T-2077-C), and Anderson
Cemetery (Z-2677-C) was executed 31 October 1959 by the United States Judge in
the District Court of the United States for the Western District of South

l), Myers Cemetery (K-1103-C), Pugh Cemetery (K-1112-C), Terrel Cemetery (M-
1303-C), Barton Cemetery M-l3l6-C), Unknown Cemetery (W-2339-C), Unknown
Cemetery (Z-2607-C) Unknown (Negro) Cemetery (Z-2614-C) and the Yow Cemetery
(Z-2616-C) was executed 11 May 1961 by the United States Judge in the District
Court of the United States for the Western District of South Carolina.

An Order for the disinterment and reinterment as to the bodies contained in the
Richardson Cemetery (E-524-C), More Cemetery (E-560-C-l), Felton Cemetery (E-
579-C), Liddell-Reeves Cemetery (U-2180-C), Smith Cemetery (X-2401-3-C-l),
Unknown (Negro) Cemetery (x-24013-C-2), and Patterson Cemetery(X-2440-lC-2) was
executed 3 May 1961 by the United States Judge in the District Court of the
United States for the Western District of South Carolina. (Reference: Civil
Action No. 2959)
7. NEXT-OF-KIN
An exhaustive and diligent search was made to locate all known next-of-kin in
both Groups II and V. A Grave Removal Permit was obtained in each possible
instance. These Permits gave consent for the Government to disinter the remains
in original site, relocate and reinter in a new site which the Government had
obtained, or to a site furnished or requested by the next-of kin. In no instance
did removal to a private plot exceed the unit cost of grave removal being paid
the Contractors.
The next-of-kin desiring to be present at time of disinterment were permitted to
do so and were notified in advance the date of removal.
Curiosity seekers, photographers or news reports were not allowed during the
disinterment and reinterment operations. The Contractors, their employees, and
the representatives of the United States Government present during removal
operations showed due respect for the dead and consideration for the
sensibilities of the living relatives present at all times.
8. PHOTOGRAPHS
Photographs of each cemetery included in Groups II and V before disinterment and
photographs after reinterment at the new sites selected for relocation of each
are attached to and by this reference made a part of this report. See Exhibits
A and B.
9. DRAWINGS and MAPS
Complete and final drawings and maps are incorporated in this report and by this
reference made a part hereof. These drawings and maps show the plan of each
cemetery at its original site, boundary of each cemetery, respective location of
each grave in its original site with name, date of birth and date of death (when
available), grave number assigned and type and weight of existing grave markers.
Drawings also reflect the reinterment site for the each grave moved and new
grave number assigned each in the new site. See Exhibit C.
10. INSPECTORUS FINAL CERTIFICATE
This is to certify that all the work required by Specifications for Cemetery
Relocations, Group II and Group V, Hartwell Dam and Reservoir, performed under
Contract No. DA-09-133-CIVENG-60-16 and Change Order No. 1 thereto, and Contract
No. DA-09-133-CIVENG-61-49 and Supplemental Agreement, Modification No. 1
thereto, has been fully and satisfactorily completed.
The contractors and their employees showed due respect for the deceased and
consideration for the sensibilities of the living relatives at all times. All
work was completed by the contractors within the time limits allowed by their
respective contract5.
Two identical metal plates, with the information required by the Specifications
as to identification of the deceased were prepared for each grave. One of these
plates was attached to the box containing the remains of each grave and the
other plate was inserted in a metal grave marker placed at the head of each
grave in the new cemetery site. All grave markers and monuments from the
original cemeteries were carefully removed and re-erected in the new cemetery
sites in as good, or better condition as when found in the old cemeteries.
Progress reports were prepared each day reflecting the name (when available) of
each body disinterred, number assigned in existing cemetery, name of reinterment
site and number assigned in the reinterment site. These reports, Maintained by
the undersigned, also show date, weather conditions, and the number of graves
disinterred and reinterred each day.

I was looking through some old files in the Greenville library and came across a
tract number T-2019 regarding some Webb family property. This tract was part of
the estate that was acquired by the US Gov't. and would be covered by the
rising waters. The information I was looking through was on some correspondence
from someone with the Corps ( I don't have my notes with me and can not remember
the name) to a Miss Elizabeth Webb dated in Nov. and Dec. 1959. Their
correspondence references the cemetery but it is not cited with a number in
the letters. There is a small map in one of the letters, but it does not
have a lot of details. It shows highway 187 to the left of the cemetery and
of the Webb property.

The symbol represents a church/cemetery but it is located off of the Hartwell
Project lands so it is not identified. Tract T-2019-1 was a 34.60 acre tract
purchased from Robert W. Webb, et al with a deed date of 8-29-58. Tract
T-2018-1 and T-2018-E were acquired from Ernest C. Chamblee in Civil Action
2272 filed 1-14-58. These records should be on file in the courthouse. Hope
